Function overview
The Technical Quality & Governance (TQ&G) function ensures that LRQA holds and maintains the licenses required to operate its business. It governs the quality management system, accreditations, technical competencies and technical support in line with license-to-operate standards, including Business Assurance (certification and training), Industries services (inspection compliance and assurance) businesses
Role Purpose
The Regional Quality & Accreditation Manager, Greater China is responsible for ensuring LRQA maintains its license to operate across Greater China by managing local accreditation, technical governance, quality system adoption, product/scheme governance and regulatory compliance. The role acts as a strategic business partner to Greater China leadership, translating accreditation, regulatory, technical governance and quality requirements into practical guidance that enables compliant growth, informed decision-making and sustainable service delivery.
Core responsibilities
- Apply global governance frameworks consistently across quality management, accreditation, technical competence and technical support.
- Review and consider queries, issues and complaints from SMEs fairly, appropriately and in line with LRQA processes.
- Support technical improvements, risk management and related governance activity.
- Work with local Marketing, Sales and operational teams on product development and service launches to ensure new local services can be delivered consistently and repeatedly in line with regulatory, accreditation and delivery requirements
Key Responsibilities & Requirements
- Partner with Greater China business leaders, Sales, Client Operations and Service Delivery to assess new market, product, customer and service opportunities, providing early risk-based advice on accreditation, regulatory, competence, impartiality and delivery requirements before commercial commitments are made.
- Own and coordinate the local license-to-operate framework for Greater China as partner, including CNCA and other regulatory, accreditation and external body requirements, scope management, office assessments, witness audit programmes, non-conformity management and closure.
- Apply global governance frameworks locally across quality management, technical competence, accreditation and technical support, ensuring consistent adoption of LRQA requirements.
- Act as the local owner for Technical Governance and the Business Management System in Greater China, ensuring global requirements are embedded locally and improvement feedback is provided to Global Quality.
- Coordinate local SME and product/scheme ownership support to the Greater China business, ensuring technical input is available for service delivery, product management and commercial teams.
- Coordinate local Greater China product risk management, ensuring product review programmes are established by local SMEs, maintained, and used to support product performance, compliance and commercial objectives.
- Monitor performance against LRQA standards, procedures, accreditation requirements and local regulatory obligations, identifying risks, trends and improvement opportunities and recommending corrective or preventive actions.
- Act as the point of escalation and reference for unresolved third-party complaints, certification disputes and accreditation / sector-scheme non-conformities, ensuring resolution through LRQA processes and timescales.
- Collaborate with local departments across business streams to ensure consistency in the development and delivery of global services and customer experience.
- Share knowledge and industry best practice with service delivery, service delivery support and sales teams to build and maintain technical focus and integrity.
- Identify new industry trends and support development of new services in conjunction with Sales and Marketing, ensuring delivery, competence, accreditation and regulatory requirements are considered.
- Success measures: accreditation and regulatory assessments completed successfully; non-conformities closed within agreed timescales; BMS adoption and compliance improved; product/scheme reviews completed to plan; complaints and disputes resolved within LRQA process timelines.
- Deliver high‑quality, consistent assessments aligned with client and scheme requirements
- Communicate clearly and professionally with clients during planning, on-site work, and reporting
- Manage opening and closing meetings effectively, ensuring clarity of scope, findings, and outcomes
- Respond promptly to client queries and support issue resolution within the defined boundaries of auditor independence
- Represent the company professionally at all times, protecting client trust and brand reputation
- Deliver assessments on time and to quality standards, enabling repeat business and long-term client relationships
- Identify opportunities for expanded scope (where appropriate) and provide feedback to account or sales teams
- Maintain required qualifications and flexibility to support high-demand programs and markets
- Act as a trusted technical resource that enhances the company’s credibility in the market
- Plan and execute audits efficiently within agreed time allocations and budgets
- Minimize rework by ensuring accurate, evidence-based findings and high-quality reporting
- Follow company procedures and use standardized tools to ensure operational consistency
- Manage travel, time, and administrative tasks responsibly
- Support productivity by mentoring junior assessors and reducing escalations or quality issues
- Take ownership of personal performance, quality metrics, and delivery commitments
- Act as a role model for APSCA ethics, integrity, and professional behavior
- Provide constructive guidance, coaching, and on-the-job support to less experienced assessors
- Participate in witness audits, calibration sessions, and technical reviews as required
- Embrace feedback and continuous improvement to raise individual and team performance
- Use digital audit platforms, tools, and reporting systems accurately and consistently
- Maintain timely and complete digital records, evidence, and documentation
- Adapt to new technologies, remote assessment tools, and system updates
- Follow data security, confidentiality, and information management requirements
- Actively support digital ways of working that improve efficiency and transparency
Technical / Professional Qualifications / Requirements
- Relevant degree, professional qualification, or equivalent practical experience
- Strong understanding of quality management systems, technical governance, accreditation requirements and risk-based decision making
- Experience working with accreditation bodies, regulatory authorities, certification schemes, management systems or conformity assessment frameworks
- Technical or industry background with relevant experience in quality, governance, assurance, compliance or operational environments, ideally within professional services or business-to-business settings
- Experience supporting change, continuous improvement, risk management, process implementation and local adoption of global frameworks
- Strong organizational, coordination and stakeholder-management skills, with the ability to work collaboratively across teams and contribute to a positive and effective working environment
